Transformation Programme Manager - Children's Services

Our Berkshire based, Local Authority client are seeking a Transformation Programme Manager to develop, lead, manage and have overall oversight for delivery of a new Children's Service Transformation Programme through effective planning, managing dependencies, risks and issues so that complex risks within the projects are appropriately identified, managed and resolved.

The Transformation Programme is a strategic programme of work, aimed at identifying significant Council Wide savings that can be incorporated into the current budget and beyond.

These include two projects in the Children, Young People and Learning (CYPL) department; focused on Schools Support Services and Early Intervention and Prevention. A new director for CYPL joined the Council in October 2016 and she has reviewed the scope of these projects and decided to absorb them into a new department wide children's services transformation programme that will commence in April 2017.

The Transformation programme Manager will be accountable for the progress and success of the programme to the Director of CYPL and the Council Wide Transformation Board which comprises Members, Directors and Chief Officers as well as external consultants and looks at the outputs of the Transformation Programme on a strategic level.

While reporting directly to the Director for CYPL the postholder will work closely with the Council wide Transformation Programme Manager and PMO, as well as the Adult Social Care, Health and Housing Programme Manager to achieve effective integration of chilrens and adults services.

Knowledge, Skills & Experience

- At least five years of change / programme management experience in children's services including early intervention and prevention, children's social care and education including:

- Partnership work
- Strategic and performance management
- Excellent leadership skills

- Pragmatic and realistic approach to delivering complex change

- Able to negotiate with influence and tact to gain commitment from a wide range of people at all levels

- Able to write clear, complex reports, memos, emails and give presentations to achieve results.

- Skilled at managing stakeholder groups and balancing diplomacy and tact with assertiveness

- Ability to manage conflict through to consensus

- Able to build and motivate an effective team to undertake and deliver a diverse workload to heavy and conflicting deadlines including performance based coaching and mentoring.

- Strong people management skills
