Your new role

As IT Procurement Manager you will work within the Delivery Group and report to the Implementation Director. This is a crucial role, with responsibility for leading, managing and driving the procurement strategy for Pensions Dashboard services.

You will be key to developing a commercial procurement strategy which will source components of the dashboard ecosystem from industry.

You will also develop comprehensive business plans and roadmaps in collaboration with Digital Planners, outlining the steps taken towards procuring the components required.

Other responsibilities will include ensuring that procurement strategies support the delivery of organisational long term aims, including delivering value for money and mitigating risk. You will frequently negotiate with key suppliers and manage important relationships between industry and the Money and Pension Service . Your day to day responsibilities will include managing procurement exercises effectively and developing and delivering intelligent sourcing strategies to support the delivery of the Pensions' Dashboard.

You will track efficiency and other savings, both planned and achieved, throughout procurement processes.
You will conduct reviews which identify opportunities for savings and determine how spending can best support our customers.
Leadership and collaboration will be key, as you will work with other members of the Pensions' Dashboard Delivery Group Setup Team to deliver a cohesive product.
You will need knowledge of the public sector and central government procurement practices and will have been exposed to significant change and transformation projects.
You will have in depth knowledge of the complete procurement and category management cycle.

Overall purpose of the role:

Lead, manage and drive the procurement strategy for the Pensions Dashboard Delivery Group, to enable efficient and effective running of the group and deliver value for money for levy payers.
To lead end-to-end high value, complex procurement exercises and to manage all associated supplier relations effectively.

Key responsibilities:

Provide strategic sourcing and procurement advice and support.
Develop and deliver intelligent strategic IT sourcing strategies, to support the delivery of organisational aims delivering value for money and mitigating risk.
Delivering and leading on the end-to-end procurement exercises whilst managing cross-functional stakeholders through the entire procurement life-cycle.
Negotiate with key suppliers to ensure value for money, without compromising quality and business continuity. Ensure the procurement processes are adhered to, delivering first-class commercial solutions, and compliance with EU Procurement Directives.
Ensuring the organisation gets value for money and minimises risk.
Managing purchases within rapid timescales driving best commercial value, mitigating business risk.

What you'll need to succeed
Track record and experience in the field of IT Procurement, with a high level of commercial awareness and acumen, commercial legal knowledge and experience of working to EU Procurement regulations.
In depth knowledge of the complete procurement cycle, with the ability to design and implement life cycle procurement sourcing strategies
Proven experience in the design, delivery and implementation of life cycle procurement sourcing strategies and support business processes
First class commercial negotiation skills at all levels and ability to influence and steer customer decisions Excellent relationship management skills, with both suppliers and internal stakeholders.
Clear written and oral communication, including the ability to communicate issues to non-experts.
Likely to be MCIPS qualified or similar
Good understanding of the public sector and central government procurement practices
Good knowledge of Managing Public Money and Accounting Officer responsibilities
Exposure to significant change and transformation projects.
