My Client an NHS organisation is seeking 2 interim Finance Business Partners

Responsibilities

  • Prepare consolidated monthly financial performance reports and forecasts; analysing trends and variances for the Division and the Head of Financial Management to feed into Trust Board.
  • Provide and explain detailed financial performance and costing information to support the Trust and Division.
  • Be responsible for the day-to-day management of the Management Accountant, including directly overseeing the Management Accounts.
  • Identify areas of financial risk to the Trust and Division and take appropriate action to resolve.
  • To be responsible for the setting of the annual Divisional Budget in consultation with the Division and to take the leading role in financial planning including the preparation of recovery plans and identifying Divisional cost pressures.
  • Critically appraise the financial impact of service development proposals and business cases, including business cases for new capital projects, and assist in the decision-making process by advising on immediate and strategic financial consequences.
  • Monitor the implementation of approved developments and schemes and report on results, recommending and taking corrective action where necessary.
  • Keep up to date with all developments and changes relating to NHS funding and costing and to ensure that Trust strategic/business plans are informed accordingly. Provide expert and specialist knowledge and be responsible for the divisional interpretation, implementation and development of Trust and DoH financial polices and initiatives.
  • Work with the Financial and Capital Accountant to provide financial appraisals of tenders to ensure value for money and financial viability within funding available.

Accountabilities

  • Ensure findings of financial performance analysis are fed back into Management Accounts to alter budgets accordingly.
  • Ensure the impact of approved business cases and service developments are reflected in Trust budgets.
  • Review monthly budget statements to identify financial performance issues for investigation.
  • Contribute to the development of all financial practices within the Trust and the Trust's Finance Service, particularly working with Management Accounts to adapt and improving systems within Management Accounts.
  • Work with the Deputy Director of Finance and Head of Financial Management to ensure the continued development of robust and comprehensive financial information and a financial performance management framework.
  • Work with the Financial Accounts Department and Financial Services to ensure the on-going development and maintenance of financial accounts systems and procedures.
  • Produce information for incorporation into the annual financial returns and to support external audit as required.
  • Provide training and development support to all junior finance staff and leadership to Management Accounts.
  • Check, validate and ensure the integrity of work produced by junior finance staff, providing advice and leadership where required.
  • Use external policies and guidance and accounting standards to ensure all work is conducted within legal and ethical boundaries.
  • Attend the Divisional Board (or equivalent) as its finance representative.
  • Responsible for a range of corporate performance initiatives including, completion of staff appraisals and sickness absence monitoring within the sections managed.
  • Deputise as the Trust's Finance Staff Development lead when required.
  • Participate in the shortlisting and interviewing of new staff for the Finance Service.
  • Any other ad hoc duties that may be required from time to time as directed by the Head of Financial Management.
  • To deputise for the Head of Financial Management as and when required.

Objectives

  • Oversee the day-to-day management of the corporate management accounting team.
  • Support the corporate services in producing Cost Improvement Plans.
  • Produce information for incorporation into the annual financial returns and to support external audit as required.
  • Produce the strategic financial information for the annual business plan
  • Act as business case lead for corporate services
  • Attend the Divisional Board (or equivalent) as its finance representative.
