For clarification, the Outsourcing experience must be of outsourcing regs (PRA, EBA outsourcing regs, CYSC8, etc.) rather than of managing outsourcing contracts. It will need to be someone who has developed regulation processes and responses for similar business and who knows the guidelines.
Responsibilities between the two will be shared to cover working with various parts of the business to understand the impact, understand how frameworks will need to change and put these changes into place.
Role Title: EBA Outsourcing UK Workstream Business Analyst

The UK IB Service Management Team (SMT) are responsible for ensuring outsourcing the UK Investment Banking legal entities are compliant with the PRA Outsourcing Rulebook. Since the release in February of the EBA Outsourcing Guideline, the Bank has mobilized a response in advance of the enforcement data of 1 October, 2019. A gap analysis has been undertaken from the current Outsourcing Framework to that required by the EBA Outsourcing Guidelines. There is now a requirement for a Business Analyst, working under the UK IB Head of Service Management to analyse the work being undertaken by the global outsourcing processes and determine what the UK IB SMT will be required to provide in support of this work as well as identify activities to be performed by the UK IB SMT in addition to the global outsourcing processes to ensure acceptable compliance for day one and beyond
The role is intended to be a key Subject Matter Expert used to working in a dynamic environment on regulatory change in international organizations, who has significant knowledge and experience with an appetite to learn more and deliver real value.
Reporting into the UK IB Head of Service Management the Business Analyst will be expected to:
* Analyse design arising from the global process workstreams, identifying the implications to the UK IB SMT in supporting of global processes and any gaps in meeting full compliance for day one and beyond
* Develop data model to support UK requirements, determine IT Tooling implications along with remediation proposals
* Draft changes to the UK IB Service Management Framework and supporting process documentation
* Provide status reporting to relevant project governance
* Oversee the transition plans for delivered items into BAU operational processes
* Face off to Board level stakeholders across functions and jurisdictions, engaging appropriately with impacted stakeholders on design, implementation and testing topics
* Demonstrate or quickly develop subject matter expertise of EBA Outsourcing Guidelines impact assessment and remediation planning
*Demonstrate significant outsourcing experience on EBA Outsourcing Guidelines, impact assessment, remediation planning, various outsourcing regulation. E.G. SYSC 8, CSDR, OCIR (i.e. within the outsourcing remit), IGSM and TPRM. Requirements for "Tier 1" and "Tier 2" compliance with a strong control focus.
*Demonstrate outsourcing experience on EBA Outsourcing Guidelines, impact assessment, remediation planning, various outsourcing regulation. E.G. SYSC 8, CSDR, OCIR (i.e. within the outsourcing remit), IGSM and TPRM. Requirements for "Tier 1" and "Tier 2" compliance with a strong control focus. Potential consideration around SMCR, S166 skilled persons (if applicable). Understanding of TUPE. Global TOM rollout experience (covering Central and Legal Entity requirements).
*Proven experience in producing, business requirements, outsourcing governance and functional requirements documents.
*Excellent communication skills verbal and written along with attention to detail. In addition to being results-oriented.
*Able to work under pressure with a large team and be able to manage changing priorities effectively.
*VP level equivalent with strong experience in Excel, MS-Access and PPT. In addition, to production of policies and SOPs.
*Experience in working with complex global transformation and matrix of Business SMEs and third party vendors.
*End to end delivery on Outsourcing Programmes (preferably at a global scale).
*Strong understanding of risk management around global, function and divisional TOMs. In addition to understanding of succession planning and regulatory requirements.
